Energy Efficiency and Conservation Act: Standardizing Use of Energy Efficient Tech in PH

Metro Manila, Philippines - Another landmark law (together with RA 9513) for the renewable energy sector was passed last April 2019. The Energy Efficiency and Conservation Act (RA 11285) aims to standardize energy efficiency and conservation measures on the use of energy efficient technologies in buildings and include energy conserving designs on buildings in the issuance of building permits.


Under Section 18, new buildings and those that will undergo renovations must comply with energy-conserving design. This includes sourcing at least one percent of the total power demand from renewable sources, such as solar energy. Designated Establishments are initially classified as follows:

  • Type 1 - annual energy consumptions of 500,000 kilowatt-hours (kWh) to 4,000,000 kWh

  • Type 2 - annual energy consumptions of more than 4,000,000 kWh

  • Other - annual energy
