Quezon City, Philippines – Pasig City has emerged as a trailblazer among Philippine local government units (LGUs) by spearheading the promotion of renewable energy (RE). A tripartite agreement between the Energy Regulatory Commission (ERC), Pasig City government, and Manila Electric Co. (Meralco) sets the stage for collaborative efforts in advancing initiatives such as the net-metering program and distributed energy resources (DER). The ERC anticipates that more LGUs will follow suit.
Under this agreement, the ERC, Pasig City government, and Meralco will collaborate on initiatives to encourage the use of renewable energy within the locality. This includes implementing projects like the net-metering program and distributed energy resources (DER), which can effectively manage electricity costs, curb greenhouse gas emissions, and stimulate economic development.
The parties involved have committed to working together to expedite the adoption of renewable energy technologies, empower consumers, and promote cost-efficient demand management. Additionally, the collaboration will encompass the development of information, education, and communication materials relevant to the implementation of renewable energy programs, such as net-metering and DER.
To ensure a smooth process, the ERC will deploy resource personnel at the Pasig City Hall to closely assist residents (Pasigueños) with their concerns. These personnel will be responsible for processing certificates of compliance applications for net-metering, DERs, and self-generating facilities. The ERC will also play a role in streamlining documentary submissions, as well as the processes for installation, payment, and permitting.
Furthermore, the agreement includes plans for an information, education, and communications campaign targeting electricity consumers and solar/renewable energy installers. ERC Chairperson and CEO Monalisa Dimalanta expressed optimism that other LGUs will follow the example set by Pasig City and establish their own one-stop shops for net-metering applications.
As of the end of June, the ERC had already issued certificates of compliance to 146 qualified end-users under the net-metering program in Pasig City, with a total capacity of 1,284.87 kilowatt-peak.
